18 Carriers were heavily fined by MOC

China’s Ministry of Communication (MOC) fined 1.35 million Yuan from 18 carriers under ISAA(Informal South Asia Agreement), IRSA(Informal Red Sea Agreement), IADA(Intra-Asia Discussion Agreement) & IRA(Informal Rate Agreement) for the following reason:

• Violating rules to raise terminal handling charge level in South China starting from May 15, 2007;
• Without filing the liner organization charter;
• Without consultation with shippers;
• Without reasons for raising THC level.

MOC announced that the collective agreements established by ISAA & IRSA are invalid. MOC also seriously warned ISAA secretariat for falsifying the filing documents.

The 18 carriers that were fined are:

• CMA CGM
• OOCL
• HAPAG LLOYD
• APL
• NYK
• TOKYO SENPAKU KAISHA
• SAMUDERA
• MOL
• PIL
• WANHAI
• HYUNDAI
• YANGMING
• THE SHIPPING CORP. OF INDIA
• COSCO CONTAINER
